Guide to JPA Scholarship

LAST UPDATED: 17 August 2017

If you are looking for information about the JPA scholarship which is the scholarship provided by the Malaysian government, you have come to the right place. Here, I am going to explain in detail about the JPA scholarship.

After you complete your SPM examination, you have to study a pre-university programme before you can study a degree course in any university, whether local or overseas. There are many pre-university programmes available in Malaysia, such as STPM, A Level, Matriculation, IB, CPU, SAM, Foundation and others. It is not possible to get into any degree course directly after SPM. While some students go straight into universities after SPM, they still have to study a pre-university programme such as Foundation at that university before they can start their degree course. For more information about each pre-university programme to help you make a choice, go to here:
http://daniellimjj.blogspot.com/2013/01/after-spm-plans-to-be-continued.html

There are many different types of the JPA scholarship, which includes Program Penajaan 9A+ (P9A+ / PC9A), Program Bursary (BURS1), Penajaan Lepasan Bursary (BURS), Program Lepasan Bursary ke Universiti Luar Negara (BURS), Program Ijazah Dalam Negara (PIDN), Program Penajaan Nasional (PPN), Program Khas Jepun, Korea, Perancis dan Jerman (JKPJ), Program Dermasiswa B40 (DMSW) and Program Khas JPA-MARA (PKJM).
Depending on the type, the JPA scholarship may sponsor for pre-university programmes, degree courses in universities, or both.

(A) Program Penajaan 9A+ (P9A+ / PC9A):

NOTICE: This scholarship replaces the Program Bursary (see part B) which was offered in 2016.
Initially, it was planned that only the SPM 2016 students who obtained straight A+ in SPM would be offered this scholarship and that this scholarship would no longer sponsor for A Level or IB. Later, the plan was changed so that all SPM 2016 students who obtained 9A+ or above would be offered this scholarship and it would continue to sponsor for A Level and IB.

This scholarship is for all SPM 2016 students who obtained 9A+ or above in SPM. (Students who are successfully offered and accepted the Program Penajaan Nasional will no longer be offered this scholarship.) It sponsors for local pre-university programmes which include A Level, IB, STPM, Matriculation and Foundation. You can choose the pre-university programme you want to study, as long as you are able to get the offer to study it.

After you have completed the pre-university programme under this scholarship, you will be sponsored for your degree course if you meet the requirements. This scholarship sponsors for degree courses at selected local universities only. It also does not sponsor for twinning or credit transfer programmes with overseas universities. Only degree courses and universities that are in the list for this scholarship are sponsored. You can choose any course and university in the list, as long as you are able to get the offer to study the course at the university.

This scholarship sponsors for the tuition fees of the pre-university programme and degree course in full. You will also be given a monthly allowance. It will not sponsor for your accommodation specifically, instead you are expected to use part of the monthly allowance to pay for the accommodation. This scholarship will start sponsoring when you begin the pre-university programme and this will continue until you complete the degree course.
It is guaranteed that every student who meets all the requirements will be offered this scholarship. There is no selection process for this scholarship, so you do not need to attend any interviews. If you meet the requirements, you will still need to follow the procedures to register for this scholarship in order to be offered it.

(For degree courses at some local private universities, you may have applied to them before the final results of your pre-university programme is released using your forecast results, and got a conditional offer from them. The university may require you to pay a deposit before your final results is released, and it is likely that they will not waive the deposit payment until you have completed the registration for this scholarship. However, it is not possible to complete registration for this scholarship if your final results is not yet released. If you are in this situation and you do not want to pay the deposit yourself, you can get a JPA scholarship conditional offer letter (TFA) from JPA. You can get up to 2 TFA for 2 different universities, and you can still switch to other universities after your final results is released if you wish. To get the TFA, you should submit the forecast results of your pre-university programme, the conditional offer letter from your university and a copy of your identity card to JPA through post or by going to the JPA headquarters in Putrajaya. Then, submit the TFA to your university and they will waive the deposit payment. After your final results is released and you get the unconditional offer from your university, you will still need to follow the usual procedures to register for this scholarship.)

(B) Program Bursary (BURS1):

Not to be confused with Program Lepasan Bursary (see part C).

NOTICE: This scholarship replaced the KPM Bursary which was offered from 2012 to 2015. Unlike the KPM Bursary, this scholarship is provided by JPA instead of the Ministry of Education. Initially, it was planned that only the best 250 among the SPM 2015 students who obtained 9A+ or above in SPM would be offered this scholarship. Later, the plan was changed so that all SPM 2015 students who obtained 9A+ or above would be offered this scholarship. In 2017, this scholarship is replaced by the Program Penajaan 9A+ (see part A).

This scholarship is for all SPM 2015 students who obtained 9A+ or above in SPM. (Students who are successfully offered and accepted the Program Penajaan Nasional will no longer be offered this scholarship.) It sponsors for local pre-university programmes which include A Level, IB, STPM, STAM, Matriculation and Foundation. Only colleges that are in the list for this scholarship are sponsored. You can choose any pre-university programme and college in the list, as long as you are able to get the offer to study the programme at the college.

This scholarship will start sponsoring when you begin the pre-university programme in June or July of the year after your SPM and this will continue until you complete the degree course.
It is guaranteed that every student who meets all the requirements will be offered this scholarship. There is no selection process for this scholarship, so you do not need to attend any interviews. If you meet the requirements, you will still need to follow the procedures to register for this scholarship in order to be offered it.

(For A Level, some colleges offer the option to choose between 18 months programme and 24 months programme. You can choose either one, and this scholarship will sponsor throughout the duration of your A Level programme. Besides, it is possible that you have began your A Level earlier in January before your SPM results is released. In that case, you can choose to either remain in the January intake or switch to the July intake. However, if you choose to remain in the January intake, this scholarship will only start sponsoring from July until you complete your A Level programme, and any tuition fees before July will not be sponsored.)

(C) Program Lepasan Bursary (BURS):

Not to be confused with Program Bursary (see part B) or Program Lepasan Bursary ke Universiti Luar Negara (see part D).

NOTICE: Previously before 2016, this scholarship sponsored for both local and overseas universities. On 11 January 2016, this scholarship was suspended temporarily, so it was not possible to register for it. On 28 January 2016, it was announced that this scholarship will be resumed, but unlike in the past, it will only sponsor for local universities but not overseas universities. Students who are already offered this scholarship for overseas university before it was suspended are not affected in any way. On 10 February 2016, the registration for this scholarship was reopened. On 5 April 2016, it was announced that all SPM 2011-2014 students sponsored by the KPM Bursary qualify for this scholarship. On 14 July 2017, JPA introduced the Program Lepasan Bursary ke Universiti Luar Negara (see part D).

This scholarship is for all SPM 2011-2014 students who were sponsored by the KPM Bursary and have completed the pre-university programme and wish to further their studies at local universities. [Students who wish to study at overseas universities can consider the Program Lepasan Bursary ke Universiti Luar Negara instead (see part D).] This scholarship sponsors for degree courses at selected local universities only. It also does not sponsor for twinning or credit transfer programmes with overseas universities. Only degree courses and universities that are in the list for this scholarship are sponsored. 1. Hi daniel, this is a very detailed and informative post. I'd like to know, is it true that if you accept the kpm bursary, you will need to be bonded to contribute to the country for around 10 years? And does the bursary apply for graphic and design/animation courses or for science courses only? Thanks in advance.

  2. Hi, the announcement made by government on 1st of April about Program Cemerlang Pra Universiti( PCPU). It opens for the non-bursary and bursarian have to attend for an interview to get the scolarship. There are ONLY 1000 places, that means some bursarians will not get the offer.Medicine, Dentistry, Pharmacy only available locally! How unfair to bursarian! This system will be starting next year onward. If it true??

    1. Yes, JPA has confirmed this. However, it will only affect students who took SPM in 2014. Students who took SPM in 2013 or earlier are not affected by the change. Go to this link for more information:

    2. Hi, how about students who took SPM before 2014? Are they eligible to apply for this new scheme? If not , what option do they have?

      Delete
    3. Students who took SPM before 2014 should be able to apply for the new PCPU, but PCPU will only be available in year 2016. For year 2015, they can also choose to apply for the programmes that I listed above.

    5. The JPA scholarship sponsors for many courses, both science and non-science, including law. It is not true that they emphasise more on sciences.

To my knowledge, the scholarship application closes on April/May and I will be graduating only on the month of August 2016. Is it possible if I only show my semester 1 exam in the application form> Also, I'm a 2014 SPM graduate.

  4. Hi. I'm going IMU soon. Pls take a look at copy-pasted statement below (got it from another website)... IMU isnt even in the list for IPTS. May I know where do you get the list? I'm sorry I'm confused.

    IPTS Tajaan JPA

Institusi Pengajian Tinggi Swasta (IPTS) yang disenaraikan bagi Biasiswa JPA program pengajian peringkat Ijazah sahaja adalah seperti berikut:

    Universiti Multimedia (MMU)
    Universiti Teknologi Petronas (UTP)
    Universiti Tenaga Nasional (UNITEN)

    1. Currently, IMU states on their website that the JPA scholarship is available for IMU. In April 2012, JPA announced about the PIDN. They stated that the requirements and list of universities for JPA scholarship are the same for Bursary and non-Bursary students, and the list of universities included all the IPTS I listed above including IMU.

Later, the 2014 version of the document regarding the PIDN requirements only listed MMU, UTP and UNITEN for IPTS, and these 3 universities do not offer Medicine, Dentistry or Pharmacy course. However, the same document also stated this sentence:
"Penajaan dalam bidang Perubatan, Pergigian dan Farmasi di IPTS adalah tertakluk kepada pengumuman yang dikeluarkan oleh YB Menteri Pengajian Tinggi pada 1 Ogos 2012 iaitu penajaan kepada pelajar yang memperoleh PNGK 4.0 dan tidak ditawarkan pengajian dalam bidang Perubatan, Pergigian dan Farmasi di IPTA tertakluk kepada syarat-syarat yang ditetapkan."
This implies that the PIDN still sponsors for Medicine, Dentistry and Pharmacy courses at the IPTS previously listed, including IMU.

However, the 2015 version of the document regarding the PIDN requirements removed that sentence, and it still listed only MMU, UTP and UNITEN for IPTS. This means that IMU and other IPTS may no longer be sponsored by the PIDN, but this is not confirmed. But whether IMU is sponsored or not, the deadline of the application for PIDN 2015 had passed. I am sorry if this post caused some confusion for you.

    Hi...
    Good day...

I am writing this plea and appeal on behalf of my daughter...financially, we are indeed in dire straits and do not want to see my daughter to fail in achieving her desired goal.

My daughter got a place in Chicago University last year to do MSc in Financial Mathematics. With whatever savings we had and borrowings from friends and relatives (including funding promises from associates) we sent her to USA to pursue this program in August 2015. We had applied to JPA Malaysia too and was very hopeful either to get a scholarship or loan or combination of both. Thus far, none is forthcoming despite countless attempts. Now, another episode is taking place within the Government administration on JPA scholarship - it is getting all confusing and frustrating indeed. However, Chicago University had given a 50% waiver on fees based on her excellent academic achievement for her first degree - BSc in Actuarial Science and Applied Statistics.

She obtained BSc in Actuarial Science and Applied Statistics from Purdue University, USA in 2012. She was the top and best student at Purdue having obtained Honors with Highest Distinction and a CGPA of 4.0. She was even called for special mention at the 2012 graduating class. Despite this great achievement and in the process making our nation proud, nothing had come by from JPA Malaysia or any of its Government agencies including Talent Corporation. We have tried many other places too but luck had never been on our side.

I am a retiree (aged 65) and writing this appeal to your esteemed organisation if anything possible can be done for her. She is literally suffering in making ends meet. She tried various avenues including part-time job in USA but to no avail. Alternatively, I am even ready to meet the press to highlight our plight for a deserving "Pelajar Cemerlang" case in the manner we are being subjected and treated by the Government and JPA.

    Please help.

    Thanks and regards
    Sam

  23. Hi Daniel. I am a bursary student 2015 (spm 2014). I am now studying in matriculation KPM and going to finish my study this April. Since when I accept bursary offer,it is under PCPU system. However, now PCPU system is no longer available, while I also can't apply jpa under the same system for Bursary student 2013& 2014 since they just need to do e-profiling but for my batch is not opened to the system. So I am lost now...don't know which ways I can use to apply jpa...neither PCPU nor E-profiling is available for Bursary student batch 2015 (SPM 2014). What should I apply now in order to get JPA?

  33. Hi Daniel, I am a JPA Bursary 2016 holder opting for KPM matriculation. In your post, you stated that " Submit the unconditional offer letter from your college, the 'Slip Permohonan', a copy of your identity card and other required documents to JPA through post or by going to the JPA headquarters in Putrajaya." May I know what are the other "required documents" since I had only mailed the 3 stated above. Your help is strongly appreciated.

    ReplyDelete

    1. After you have filled in all the information, there is a 'Cetak Slip' page which states the required documents. You have to submit all the documents stated on that page to JPA.

I do not have access to the 'Cetak Slip' page since I am not a Bursary 2016 holder, so I do not know exactly what documents are required, which is why I wrote 'other required documents' in my post. Can you let me know what are the required documents as stated on that page?

    2. I was only allowed to fill the informations up to the page before the "Cetak Slip" page. After that, it stated " Sila log masuk setelah mendapat keputusan kursus persediaan anda" and the Cetak Slpi page is not accessible. However, there is a link which directs us to the slip permohonan Program Bursary 2016 and it tells us to send the slip permohonan, photocopy of IC and Surat Tawaran Kemasukan Intitusi Persediaan.

    1. PPN and Bursary are different scholarship programmes. JPA will not offer you both of them so you have to choose either one. The PPN will sponsor for your degree at overseas universities, while the Bursary will only sponsor for local universities, so the PPN is definitely better. It may be possible to reject the PPN to get the Bursary, but there is absolutely no reason to do so.

Coz I think I might juz take the penajaan 9A+ programme instead but I cannot really cancel my other applications since it alrdy passed the deadline. Thank you.

    1. First of all, you must register for the Penajaan 9A+ (P9A+) when the registration is open. Both the PPN and JKPJ require interviews, if you really want to cancel the application, you can simply not attend the interview. If you are successfully offered the PPN or JKPJ, you may not be offered the P9A+. In that case, you can contact JPA and explain to them your situation, then they will offer you the P9A+.
