Guide to JPA Scholarship

LAST UPDATED: 29 February 2024

The JPA scholarship is a scholarship offered by the Malaysian government for students to further their studies in universities. Here, I am going to explain in detail about the JPA scholarship.

If you are offered the JPA scholarship, it will sponsor for your tuition fees in full and you will be given a monthly allowance. It will not sponsor for your accommodation specifically, instead you are expected to use part of the monthly allowance to pay for the accommodation.

Since 2016, the JPA scholarship is in the form of convertible loan. If you work in the public service after you graduate, you are exempted from paying back the loan. If you work in a Government Linked Company (GLC) after you graduate, you have to pay back 25% of the loan. If you work in a private company in Malaysia after you graduate, you have pay back 50% of the loan. If you work overseas or do not work after you graduate, you have to pay back the loan in full.

There are several different programmes of the JPA scholarship, which includes the following:
- Program Khas Lepasan SPM Dalam Negara
- Program Ijazah Dalam Negara
- Program Penajaan Nasional
- Program Khas Ijazah Luar Negara
- Program Khas Jepun, Korea, Perancis dan Jerman
- Program Dermasiswa B40
- Program Khas JPA-MARA

You can apply for and be offered more than one of the programmes. However, you may only accept the offer for one programme.

(A) Program Khas Lepasan SPM Dalam Negara:

This programme is for students who obtained 9A+ or above in SPM. It replaces the previous Program Bursary and Program Penajaan 9A+ since 2020. Unlike the Program Bursary and Program Penajaan 9A+, students have to attend and pass the Student Assessment Centre (SAC) before they can be offered this programme.

It first sponsors for local pre-university courses which include A Level, IB, STPM, STAM, Matriculation, AUSMAT and Foundation. You can choose the pre-university course you want to study, as long as you are able to get the offer to study it. After you have completed the pre-university course under the scholarship, you will be sponsored for your degree course if you meet the requirements.

This programme sponsors for degree courses at selected local universities only. It does not sponsor for twinning or credit transfer programmes with overseas universities. Only degree courses and universities that are in the list for this programme are sponsored. You can choose any course and university in the list, as long as you are able to get the offer to study the course at the university.

If you meet the requirements, you will need to follow the procedures to apply for this programme.

  1. Hi daniel, this is a very detailed and informative post. I'd like to know, is it true that if you accept the kpm bursary, you will need to be bonded to contribute to the country for around 10 years? And does the bursary apply for graphic and design/animation courses or for science courses only? Thanks in advance.

  2. Hi, the announcement made by government on 1st of April about Program Cemerlang Pra Universiti( PCPU). It opens for the non-bursary and bursarian have to attend for an interview to get the scolarship. There are ONLY 1000 places, that means some bursarians will not get the offer.Medicine, Dentistry, Pharmacy only available locally! How unfair to bursarian! This system will be starting next year onward. If it true??

    1. Yes, JPA has confirmed this. However, it will only affect students who took SPM in 2014. Students who took SPM in 2013 or earlier are not affected by the change. Go to this link for more information:

    2. Hi, how about students who took SPM before 2014? Are they eligible to apply for this new scheme? If not , what option do they have?

    3. Students who took SPM before 2014 should be able to apply for the new PCPU, but PCPU will only be available in year 2016. For year 2015, they can also choose to apply for the programmes that I listed above.

To my knowledge, the scholarship application closes on April/May and I will be graduating only on the month of August 2016. Is it possible if I only show my semester 1 exam in the application form> Also, I'm a 2014 SPM graduate.

  4. Hi. I'm going IMU soon. Pls take a look at copy-pasted statement below (got it from another website)... IMU isnt even in the list for IPTS. May I know where do you get the list? I'm sorry I'm confused.

    IPTS Tajaan JPA

Institusi Pengajian Tinggi Swasta (IPTS) yang disenaraikan bagi Biasiswa JPA program pengajian peringkat Ijazah sahaja adalah seperti berikut:

    Universiti Multimedia (MMU)
    Universiti Teknologi Petronas (UTP)
    Universiti Tenaga Nasional (UNITEN)

    1. Currently, IMU states on their website that the JPA scholarship is available for IMU. In April 2012, JPA announced about the PIDN. They stated that the requirements and list of universities for JPA scholarship are the same for Bursary and non-Bursary students, and the list of universities included all the IPTS I listed above including IMU.

Later, the 2014 version of the document regarding the PIDN requirements only listed MMU, UTP and UNITEN for IPTS, and these 3 universities do not offer Medicine, Dentistry or Pharmacy course. However, the same document also stated this sentence:
"Penajaan dalam bidang Perubatan, Pergigian dan Farmasi di IPTS adalah tertakluk kepada pengumuman yang dikeluarkan oleh YB Menteri Pengajian Tinggi pada 1 Ogos 2012 iaitu penajaan kepada pelajar yang memperoleh PNGK 4.0 dan tidak ditawarkan pengajian dalam bidang Perubatan, Pergigian dan Farmasi di IPTA tertakluk kepada syarat-syarat yang ditetapkan."
This implies that the PIDN still sponsors for Medicine, Dentistry and Pharmacy courses at the IPTS previously listed, including IMU.

However, the 2015 version of the document regarding the PIDN requirements removed that sentence, and it still listed only MMU, UTP and UNITEN for IPTS. This means that IMU and other IPTS may no longer be sponsored by the PIDN, but this is not confirmed. But whether IMU is sponsored or not, the deadline of the application for PIDN 2015 had passed. I am sorry if this post caused some confusion for you.

    Hi...
    Good day...

I am writing this plea and appeal on behalf of my daughter...financially, we are indeed in dire straits and do not want to see my daughter to fail in achieving her desired goal.

My daughter got a place in Chicago University last year to do MSc in Financial Mathematics. With whatever savings we had and borrowings from friends and relatives (including funding promises from associates) we sent her to USA to pursue this program in August 2015. We had applied to JPA Malaysia too and was very hopeful either to get a scholarship or loan or combination of both. Thus far, none is forthcoming despite countless attempts. Now, another episode is taking place within the Government administration on JPA scholarship - it is getting all confusing and frustrating indeed. However, Chicago University had given a 50% waiver on fees based on her excellent academic achievement for her first degree - BSc in Actuarial Science and Applied Statistics.

She obtained BSc in Actuarial Science and Applied Statistics from Purdue University, USA in 2012. She was the top and best student at Purdue having obtained Honors with Highest Distinction and a CGPA of 4.0. She was even called for special mention at the 2012 graduating class. Despite this great achievement and in the process making our nation proud, nothing had come by from JPA Malaysia or any of its Government agencies including Talent Corporation. We have tried many other places too but luck had never been on our side.

I am a retiree (aged 65) and writing this appeal to your esteemed organisation if anything possible can be done for her. She is literally suffering in making ends meet. She tried various avenues including part-time job in USA but to no avail. Alternatively, I am even ready to meet the press to highlight our plight for a deserving "Pelajar Cemerlang" case in the manner we are being subjected and treated by the Government and JPA.

    Please help.

    Thanks and regards
    Sam

  23. Hi Daniel. I am a bursary student 2015 (spm 2014). I am now studying in matriculation KPM and going to finish my study this April. Since when I accept bursary offer,it is under PCPU system. However, now PCPU system is no longer available, while I also can't apply jpa under the same system for Bursary student 2013& 2014 since they just need to do e-profiling but for my batch is not opened to the system. So I am lost now...don't know which ways I can use to apply jpa...neither PCPU nor E-profiling is available for Bursary student batch 2015 (SPM 2014). What should I apply now in order to get JPA?

  33. Hi Daniel, I am a JPA Bursary 2016 holder opting for KPM matriculation. In your post, you stated that " Submit the unconditional offer letter from your college, the 'Slip Permohonan', a copy of your identity card and other required documents to JPA through post or by going to the JPA headquarters in Putrajaya." May I know what are the other "required documents" since I had only mailed the 3 stated above. Your help is strongly appreciated.

    ReplyDelete
    Replies
    1. After you have filled in all the information, there is a 'Cetak Slip' page which states the required documents. You have to submit all the documents stated on that page to JPA.

I do not have access to the 'Cetak Slip' page since I am not a Bursary 2016 holder, so I do not know exactly what documents are required, which is why I wrote 'other required documents' in my post. Can you let me know what are the required documents as stated on that page?

      Delete
    2. I was only allowed to fill the informations up to the page before the "Cetak Slip" page. After that, it stated " Sila log masuk setelah mendapat keputusan kursus persediaan anda" and the Cetak Slpi page is not accessible. However, there is a link which directs us to the slip permohonan Program Bursary 2016 and it tells us to send the slip permohonan, photocopy of IC and Surat Tawaran Kemasukan Intitusi Persediaan.

How are ur opinions about ppn? Is it better than bursary? Thank you.

    1. PPN and Bursary are different scholarship programmes. JPA will not offer you both of them so you have to choose either one. The PPN will sponsor for your degree at overseas universities, while the Bursary will only sponsor for local universities, so the PPN is definitely better. It may be possible to reject the PPN to get the Bursary, but there is absolutely no reason to do so.

    1. First of all, you must register for the Penajaan 9A+ (P9A+) when the registration is open. Both the PPN and JKPJ require interviews, if you really want to cancel the application, you can simply not attend the interview. If you are successfully offered the PPN or JKPJ, you may not be offered the P9A+. In that case, you can contact JPA and explain to them your situation, then they will offer you the P9A+.

  80. If a jpa scholar cant get a job within 6 months after completing his/her bachelor program, he/she has to pay back the full amount jpa sponsored for his/her study. 6 months is quite a short period if the scholar wants to secure a job. Any idea whether jpa allows the scholar to extend the period say additional 2 or 3 months?

    ReplyDelete
    Replies
    1. It is possible to apply for an extension and JPA will consider that on a case by case basis.

    2. Daniel, thx for your reply. But i think it is not easy to find a job in govt sector, right? And is there any interest rate charged for the repayment and what is the rate? Do u hv any idea?

    3. It is rare for JPA scholars to not get a job in the government sector. There is absolutely no interest for the repayment.

  84. Hi Daniel, Im applying for Program Pelajar Cemerlang (PPC) 2018 in which I have received offer letter from Bristol university which was ranked 44th in 2018 and recently the rank dropped to 51st in 2019 ranking. Therefore the university is not listed in their T&C. However, Im trying my luck by just applying. Is there any chances I can appeal for scholarship or for atleast a cost sharing?

    ReplyDelete
    Replies
    1. Unfortunately, since Bristol University is not in the list of universities for PPC 2018, it will not be sponsored by JPA. You can still try applying and appealing, but your chances of being offered the scholarship is pretty low.

  86. hi there, may I ask anybody know the maximum accommodation cost JPA will cover for spm 9A+? I read the agreement mentioned as twin sharing and the total cost (inclusive accommodation and tuition fees) must not exceed RM 20,000 per semester for foundation. If I choose single room but the monthly rental not exceed RM500. Will JPA have any issue on this? Please share if you know. Thanks in advance.

    1. "JPA does not allow and will not cover up for any forms of accommodation other than twin-sharing rooms."We have been repeatedly told so by their representatives during several meet-ups. This is becuase JPA only wanted to provide rooms that are considered as middle options accross all Unis within the list so the amount of accommodation fees spent on the recipients in diff Unis could be averaged. TBH, your single room's cost is even cheaper than most of the twin-sharing rooms available. How's it going for you now? Have you sent any emails to them regarding your situation?

  89. Hi, you mentioned that you took four subjects for your A-level in your other post. Since JPA only sponsors for three subjects under JPA 9A+ programme, did they sponsor the exam fees for all four subjects instead of only three? Thank you.

  90. Will the jpa students continue as jpa students upon completing their foundation program when pursuing their undergraduate program. Any advice? Thx

  91. Yes, provided their CGPA in Foundation programme reached or exceeded 3.75 as mentioned above.

    1. Thx for your reply.
If students do not achieve the required cgpa, the sponsorship will terminate at foundation level? No chance to appeal?

      Delete
  92. AFAIK, appeal is only applicable to degree students, so the statement you made should hold as true. Students may not get to proceed with sponsorship continuation for degree stage if they couldn't make it for Foundation (which is unlikely to happend as foundation is perceived as a relatively easy preU course for a sponsored student)

  93. Thank you so much for the detailed explanation. I was so confused with all the programs they had. I still would like to know the differences between JKPJ and PKJM. Why do they have 2 almost similar program under the same sponsor? What are their significant differences?

Also do you know anything about the special preparation program (japan) from UM? Does it fall under PKJM too or it's their own program since I called them and they said I need to apply through mara (they also said the person in charge is on holiday). I didn't found any way to apply for that but I do found the jpa ones. If you would be so kind to reply.

    Replies
    1. JKPJ and PKJM are indeed quite similar, but they differ in the countries and courses they sponsor. Visit the websites of JKPJ and PKJM for more information.

I do not have information about UM's special preparation program for Japan. You can apply for both JKPJ and PKJM if you are not sure.

  94. Hi,daniel. I have just received an offer letter for A level in UIIM. It says that JPA will sponsor me fully under Penajaan 9A+. However, I want to take Asasi in Universiti Malaya. Is it possible for me to choose Universiti Malaya as my 1st choice in upu or does JPA pick the university for us ? If I refuse to take the A level, does it mean I reject the scholarship ? or do i still get it ? Please reply asap, thank you !

    ReplyDelete
    Replies
    1. JPA does not choose the college/university for you, you have to apply yourself.

If you want to study Asasi at UM, you need to apply through UPU just like everyone else. You should put it as your 1st choice if it's really your 1st choice. Note that you will not have an advantage over others in the application process just because you are a JPA scholar. If you successfully get a place, then JPA will sponsor you for Asasi at UM.

If you reject the offer for A Level at UIIM, this will not affect your JPA scholarship. You can still study A Level, Asasi or Matrikulasi at other colleges or universities and JPA will sponsor you whatever your choice is.

However, the deadline to register for the Program Penajaan 9A+ is 30 June 2019, so you have to make the final decision of what you want to study before that. If the UPU results is still not yet out by then, you must not continue to wait and you should choose something else instead. It is wise for you have an alternative just in case. A Level at Taylor's College is a good option, and you can easily get an offer if you apply for it.

  95. Dear Daniel :
My son just get an offer from JPA under the Program Khas JKPJ. He has to attend the pre U courses locally for 24 month. After that , he will be offer to study in Japan for diploma ( 3 years) and degree ( 2 years) . Is it correct to get an oversea degree , one have to wait for almost seven years ?
Just wonder , if he cannot manage to fulfill the terms after pre-U courses, he will lost everything ? i mean can he further study in any local U after that ?
And what if he cannot fulfill the terms after the three years diploma in Japan , he still won't get a place in U , right ? Thats want i worried about though i don't think that will happen.
Really hard to made the right choice since he is now in form six and engineering ( kejuruteraan ) is never be his choice ... but to let go this golden opportunity is something that is quite insane. Just need some advises .
But the way , he is really interested in biotechnology or agricultural . I wonder weather he can switch to that under the JKPJ programme.
    Thx for your times.

    1. I suppose your son got offered the Program Kejuruteraan Teknikal Jepun. It is true that he will need to spend 7 years in order to get the degree. As the name of the programme suggests, it sponsors for Engineering courses only and switching to another course is most probably not allowed.

If he does not fulfil the requirements after finishing the pre-U course, he will still get the pre-U certificate (as long as he doesn't fail). Many private universities in Malaysia recognise the certificate, although public universities do not. He can still apply to study degree courses at those universities, but JPA will not sponsor for that.

If he does not fulfil the requirements after finishing the diploma, he will still have the diploma (again, as long as he doesn't fail). With the diploma, he will be able to apply for jobs in both the public and private sectors in Malaysia, although the salary may not be as high compared to if he got the degree.

I have to say, if he studies a course that he is not interested in just because he is offered a scholarship, it is actually a very unwise decision. It is not a "golden opportunity" at all if he has no interest. In fact, lack of interest is one of the most common reasons students fail in their degree. Sorry if I sound harsh here.

My advice is that your son should think carefully about what he is interested in. If he is not interested in Engineering, I suggest that he continue with Form 6 and try to apply for a scholarship or loan that do sponsor for Biotechnology or Agriculture courses.

  98. Hi. I would like to ask f,or program khas lepasan spm dlm negara this year, will jpa sponsor 100% degree fee in IPTA? Cuz I heard that yuran pengajian IPTA given by JPA is RM1000+++ per year while most courses in IPTA costs RM9000+++ with the duration 4 years. Therefore, I wonder if RM1000+++ per year is enough for the yuran pengajian in IPTA? Thank you for your kind help.

  101. Hi, I applied for LSPM and got to the "Maklumat Akademik" page but couldn't fill it in since the UPU results haven't come out yet. The thing is the results are coming out on 3rd week of July while the application deadline is tomorrow. It asked if i am currently following any pre-U courses so i chose no and then saved my info. So is my application considered done even though I could not make it to the Cetak Slip page? Will I be able to update it after I have gotten an offer even though it is past the deadline?? Tried e-mailing JPA but they didn't reply :((

  105. hi Daniel, thanks for sharing all these useful info. im currently a student studying pre-u in matriculation college, sponspored under Program Khas Lepasan SPM Dalam Negara 2021. In the blog you mentioned that ------ If you applied for a degree course at a local private university before the final results of your pre-university course is released using your forecast results and got a conditional offer, you can get a JPA scholarship conditional offer letter (TFA). - By submitting the TFA to the university, they will waive any deposit that you may have to pay. - You can get up to 2 TFA for 2 different universities, and you can still switch to other universities after your final results is released if you wish. ------ does that mean that after my matriculation programme, while waiting for the UPU result to be revealed (which will be on late-Oct), I can apply to other priv unis (intake on late-June) under the scholarship, and if after UPU result i wish to change university, i can still do so?

thanks for the reply in advance!
